Standard duty
Victoria’s general scale charges $2,870 plus 6% of the value above $130,000, for properties from $130,000 to $960,000:
$600,000 − $130,000 = $470,000 × 6% = $28,200 → $2,870 + $28,200 = $31,070 (about 5.2% of the price).
Why the home-buyer concession doesn’t help here
Victoria’s principal place of residence (PPR) concession only applies to homes valued up to $550,000. At $600,000 you pay the general rate whether you live in the home or not.
First home buyers
Eligible first home buyers pay no duty up to $600,000, and a reduced amount up to $750,000: the duty is scaled by (price − $600,000) ÷ $150,000.
| Price | General rate | Home buyer (PPR if ≤ $550k) | First home buyer |
|---|---|---|---|
| $400,000 | $19,070 | $16,370 | $0 |
| $500,000 | $25,070 | $21,970 | $0 |
| $550,000 | $28,070 | $24,970 | $0 |
| $600,000 | $31,070 | $31,070 | $0 |
| $650,000 | $34,070 | $34,070 | $11,357 |
| $700,000 | $37,070 | $37,070 | $24,713 |
| $750,000 | $40,070 | $40,070 | $40,070 |
Notice the jump just above $600,000: at $650,000 a first home buyer pays about a third of the full duty. Negotiating the price down to $600,000 can be worth tens of thousands.
Also worth knowing
- The off-the-plan concession for apartments, units and townhouses has been extended to contracts signed before 21 April 2027, for all buyers.
- Pensioners may get an exemption or concession up to $750,000.
- Foreign purchasers pay an extra 8%.
Paying duty in Victoria
Duty is normally paid at settlement through the PEXA electronic settlement system, which your conveyancer arranges. For first home buyers, the exemption is applied in the same digital duties form — you will need to confirm you will live in the home for 12 months, starting within 12 months of settlement. If you move out early, the exemption may have to be repaid.
Victoria also offers the First Home Owner Grant of $10,000 for new homes up to $750,000. And if you are buying with a family member who is not a first home buyer, the concession is reduced to the share owned by eligible buyers — something to check before choosing how to hold the property.
Finally, remember that Victoria assesses duty on the higher of the price and the market value. A sale between family members at a discount still pays duty on the full market value, and the first home buyer thresholds are tested against that value too.
